MINUTES

September 9, 2003

The regular meeting of the Council of the Township of Armour was held on Tuesday, September 9, 2003 at 7:30 p.m. Those in attendance were Reeve Frank Gill, Councillors Marty Corcoran, Joanne Cripps, Gary McFarlane, and Councillor Rod Blakelock; guests Anne Gill, Gordon Isbister, Phyllis Leggett, Ed Robinson and Earl Haggart; and staff Wendy Whitwell, Acting Clerk Treasurer. The meeting was called to order at 7:30 p.m.

CONFIRMATION OF THE MINUTES OF THE PREVIOUS MEETING:

  • -The minutes of the August 26, 2003 regular meeting and the minutes of the public meeting regarding Colbourne rezoning on August 26, 2003 were approved by resolution as circulated.

DECLARATION OF PECUNIARY INTEREST:

  • -No pecuniary interest was declared.

BUSINESS ARISING FROM THE LAST MEETING:

  • -A resolution authorizing Paul Schaefer, CBCO to attend Nutrient Management Training on September 16, 2003 in Alliston was passed. The costs for this training will be shared with the Township of Perry.

APPLICATIONS: SEVERANCE/CONSENT

  • -Sterritt - File # B9019/03, Part Lot 21, Concession 2

Council reviewed comments from Municipal Planner, Robert Miller and Southeast Parry Sound District Planner, Tunnock Consulting Ltd. Greg Bender. The Clerk was instructed to forward a letter to the applicant including the planner's comments.

BY-LAWS:

  • -By-law # 41-2003, being a by-law to confirm the proceedings of Council was read a first, second and third time

REPORTS:

  • -Tri R Committee - September 3rd. Gary
  • -Planning Board, August 11th. Gary gave a verbal report. Finances are looking promising for the year. Gary will be attending the planning conference in Sudbury in September for the board.
  • -Fire Board, September 4th. Joanne gave a verbal report. The board is hiring a full time fire prevention officer. The base salary will be $ 35,000. plus benefits, but no pension will be offered at this time. This job will be advertised in the local paper. An ambulance is being donated to be used as a rescue van.
  • -AHIC was discussed at length. Strong Township will now support a twenty year lease to Perry Township who will run the tourist information centre. Another meeting is scheduled for September 11th at Burk's Falls. An accounting of funds owing by AHIC should be available for the Burk's Falls meeting.
  • -Library Board. Rod reported that the library assistant has recently resigned from the position.

CORRESPONDENCE:

  • -Town of Gravenhurst, request for support of a resolution to amend the Planning Act to authorize a municipality to pass by-laws regarding spatial separation for Group Homes.

A resolution of support was passed.

  • -Almaguin-Nipissing Travel Association, invitation to attend the 28th annual meeting of members to be held Tuesday, September 23rd at the Callander Recreation Centre. No one will attend.


  • -City of North Bay, invitation to attend the Rural Technology Forum to be held September 22- 23, to be held at the Clarion Pinewood Park, North Bay. No one will attend.


  • -Norm Miller, MPP Parry Sound-Muskoka, copy of correspondence from Norm Miller to the Honourable Norm Sterling, MPP, Attorney General, regarding the request for alternative authority to adjourn cases when a Justice of the Peace is not available. The Clerk will copy this correspondence to Jim Mahoney, By-law Enforcement Officer.


  • -News release from the Ministry of Northern Development & Mines regarding the announcement from the Eves government for $720,000 for the long-term care facility in Powassan.


  • -Katrine Community Centre, request for the "Octoberfest" held on Saturday, September 13th, to be designated a community festival. A resolution in support was passed.
  • -Katrine Baseball Club, request for the 2003 Annual Baseball Banquet on October 18th, to be designated a community festival. A resolution in support was passed.


  • -Ministry of Municipal Affairs and Housing, information for municipalities on power outage disaster assistance.


  • -minutes of the Steering Committee meeting, June 26th, 2003.

UNFINISHED BUSINESS:

  • -AHIC. Council reviewed the following:

- copy of a memo from Village of Burk's Falls regarding the meeting scheduled for September 11th, 200.

- draft of proposed survival plan for AHIC

- copy of two outstanding bills

- copy of bill from Graham Wilson & Green regarding AHIC lease agreement

- copy of Township of Strong resolution # 7, August 26th, 2003.

These items had been discussed previously with reports.

  • -Quotes for bridge work. One quote has been submitted from Ted Boyes and Sons for concrete and steel work to bridges 2, 8, and 6. A resolution accepting this quote was passed. The clerk was also authorized to request an extension to the NOHF project in order to complete some bridge work in 2004.

  • -Council reviewed a staff report regarding Commercial Drive and Terry's Value-mart parking lot. This will be discussed further with the road supervisor.

NEW BUSINESS:

  • -Grand Opening of the new council chambers is scheduled for Tuesday, September 23rd at 6:00 p.m. Norm Miller has been invited to attend. The clerk was instructed to forward invitations to the Village of Burk's Falls, Ryerson, and Perry Townships. An ad will also be placed in the Almaguin News indicating the opening at 6:00 p.m. and the public meeting for the Township of Armour Accessibility Plan at 7:00 p.m.


  • -A resolution authorizing the payment of the 2003 cemetery grants was passed.


  • -AMCTO, Zone 7 fall workshop, October 1 - 3rd, Town of Parry Sound. A resolution authorizing the registration of Wendy Whitwell was passed.


  • -District of Parry Sound Municipal Association fall meeting, Monday October 6th at the Nipissing Community Centre. A resolution authorizing the registration of three council members and one staff was passed.

  • -List of correspondence received and not on agenda.

  • -Resolution to move into closed session.


  • -Resolution to move out of closed session.

- Moved by Joanne Cripps, Seconded by Marty Corcoran, That the Council of the Township of Armour hereby declare the event known as "Octoberfest",scheduled for Saturday, September 13, 2003, at the Katrine Community Centre, to be a community festival, and that Jack Murray will represent the best interests of the Township for this festival. - Moved by Gary McFarlane, Seconded by Rod Blakelock, That the Council of the Township of Armour hereby declare the Katrine Baseball Club banquet scheduled for October 18, 2003 as a community festival. Earl Haggart will look after the best interests of the Township for this festival. (Carried)

- Moved by Gary McFarlane, Seconded by Rod Blakelock, The Council of the Township of Armour accept the quote submitted by Ted Boyes & Sons Limited for concrete repair to bridge # 2 & 8, in the amount of $ 4300.00 and steel repairs to bridge # 6 in the amount of $ 3760.00. This work will be completed to the satisfaction of Les Phinney, CRS-I. (Carried)

- Moved by Joanne Cripps, Seconded by Marty Corcoran, BE IT RESOLVED That the Council of the Township of Armour move into closed session at 9:05 p.m. in order to discuss matters pursuant to Section 239 (2) (e) (f) of the Municipal Act. (Carried)
