THE MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES November 25, 2003 The regular meeting of the Council of the Township of Armour was held on Tuesday, November 25, 2003 at 7:30 p.m. Those in attendance were Reeve, Frank Gill, Councillors Rod Blakelock, Marty Corcoran, Joanne Cripps, Gary McFarlane; Reeve elect Richard Thomas, Councillor elect Bob MacPhail Delegates Marie Stitt, Katrine Community Centre Club; guests Phyllis Leggett, Ed Robinson and Jack Murray; staff Wendy Whitwell, Acting Clerk-Treasurer. Notification of the Ministry of the Attorney General conducting an audit of the POA operation due to the backlog of ticket processing. The purpose of the audit will be to determine the accuracy/accountability of information being processed and to make recommendations for improvements to operations. Frank will be attending a POA meeting on Thursday, November 27th. NEW BUSINESS:
RESOLUTIONS: - Moved by Joanne Cripps, Seconded by Marty Corcoran, That the minutes of the regular meeting held on November 12, 2003 be adopted as circulated. (Carried) - Moved by Gary McFarlane, Seconded by Rod Blakelock, That the Council of the Township of Armour hereby declare the Katrine Winter Karnival scheduled for January 30th to February 1st, 2004 as a community festival and appoint Jack Murray to look after the best interests of the municipality for this event. (Carried) - Moved by Joanne Cripps, Seconded by Marty Corcoran, The Council of the Township of Armour hereby authorize the closing of Brown's Drive on Saturday, January 31st in order to hold events for the Katrine Winter Karnival. (Carried) - Moved by Joanne Cripps, Seconded by Marty Corcoran, That leave be given to introduce a bill # 49-2003, being a by-law to confirm the proceedings of Council. (Carried) - Moved by Joanne Cripps, Seconded by Marty Corcoran, That By-law # 49-2003 be read a second time. (Carried) - Moved by Joanne Cripps, Seconded by Marty Corcoran, That By-law # 49-2003 be read a third time, signed and the seal of the Corporation affixed thereto and finally passed in open Council this 25th day of November, 2003. (Carried) - Moved by Rod Blakelock, Seconded by Gary McFarlane, That the Council of the Township of Armour support the resolution from the Town of Minto, and request the Ontario Minister of Health increase the allocated compensation for Nurse Practitioners from $110,000. to $150,000 per year to cover their operating costs in assisting Ontario's under serviced medical areas. (Carried) - Moved by Joanne Cripps, Seconded by Marty Corcoran, Whereas to afford Armour citizens the privilege of "free" deposits of refuse collected over the year, Whereas at least one amnesty day free of all tolls and charges may alleviate the unlawful dumping of such articles along Armour road sides, Whereas an amnesty of hazardous chemicals be precluded, and must be deposited at the proper licensed site, Now therefore be it resolved that the Council of the Township of Armour hereby request an amnesty day at least once a year at the local landfill site. Recorded vote - For, Cripps, Blakelock, Corcoran, McFarlane, Gill (Carried) - Moved by Joanne Cripps, Seconded by Marty Corcoran, That the Council of the Township of Armour hereby authorize a Christmas Bonus for 7 full time staff @ $ 100.00, 1 part time staff, 1 library rep, 1 cleaning staff, 1 CBCO, 1 BEO, 1Community Policing Volunteer @ $ 50.00.(Carried) - Moved by Gary McFarlane, Seconded by Rod Blakelock, That we do now adjourn at p.m. until the next regular meeting of Council scheduled for December 9, 2003 at 7:00 p.m. or at the call of the Reeve.
