| THE MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES May 9, 2006 The regular meeting of the Council of the Township of Armour was held on Tuesday, May 9, 2006 at 7:30 p.m. Those in attendance were Reeve Marty Corcoran; Councillors, Rod Blakelock, Jerry Brandt, Richard Holloway and Bob MacPhail; delegates; W. R. Galloway and Bladimir Feria, Engineers, Greer Galloway, Robert Miller, Municipal Planner; guests; Phyllis Leggett and Ed Robinson; staff, Glenn Middlebrook, Road Supervisor, and Wendy Whitwell, Clerk-Treasurer. CONFIRMATION OF THE MINUTES OF THE PREVIOUS MEETING: The minutes of the regular meeting on April, 2006 were approved as circulated. DECLARATION OF PECUNIARY INTEREST: None DELEGATIONS: - Robert Miller, Municipal Planner, attended to discuss the following issues: Jack Lake Development site plan agreement which is a condition of severance was reviewed in detail. A requirement for an OLS to identify the building envelopes will be added. The revisions will be made to the agreement and then forwarded to the property owner for approval. The clerk also forward to the lawyer for comment. - Bob Galloway and Blad Feria, Greer Galloway Group, attended to discuss the Ferguson Bridge and Pevensey Bridge projects. The following items regarding Ferguson Bridge were discussed in detail: - tender package was reviewed, Bob highlighted the changes made including the removal of paved approaches. Bob was instructed to include double layer surface treatment in the package - south west corner includes elevation indicators which must remain - new tender is for a two lane bridge, complete with pedestrian sidewalk - advertising was discussed - timing for the tender call, June 20th or 27th was discussed Bob will advise - a resolution was passed approving the tender package with a modification Pevensey Bridge: - Bob is not recommending we proceed with rehabilitation, he recommends replacement - he suggests we remove old railings, and place a new longer bridge on top, with cribbing placed on the existing road and the roadway approaches raised - Bob made this presentation to Strong earlier this evening - COMRIF needs to be notified as soon as possible of this proposed change - a resolution was passed authorizing Bob to contact COMRIF for this revision - Strong circulated information on a bridge supplied by Lessard Welding which was discussed. Bob will look into this further, but after a preliminary review he does not support using this bridge. The clerk will follow up with Strong. Commercial Drive Development: - Bob circulated two letters dated May 9th, one being a review of the Pinestone Engineering Site Servicing Report and one general comments regarding joint water ventures with Burk's Falls. Bob would like an opportunity to discuss this with Pinestone. - this report will be discussed at the next water meeting with Burk's Falls Bob and Bladimir were thanked for attending and updating council. - Glenn Middlebrook, Road Supervisor attended to discuss the following: - road accounts voucher # 05-2006 - intersection sweeping - Peggs Mountain Road construction ACCOUNTS FOR APPROVAL: - road accounts voucher # 05-2006, in the amount of $ 17,829.88 was approved for payment by resolution. - general accounts voucher # 05-2006, in the amount of $ 65,326.08 was approved for payment by resolution. - landfill accounts voucher # 05-2006, in the amount of $ 9,196.95 was approved for payment by resolution. APPLICATIONS: - Truck tenders will be reviewed in detail and discussed further at a later meeting. BY-LAWS: - # 17-2006, being a by-law to amend zoning by-law 27-95 and comply with consent application B-028/05, Ferrante, Part Lot 5, Concession VI, was read a first, second and third time. - # 18-2006, being a by-law to enter into an agreement with Her Majesty the Queen in the Right of Ontario, represented by the Ministry of Agriculture, Food and Rural Affairs for the delivery of the Canada-Ontario-Municipal Infrastructure (COMRIF) initiative was read a first, second and third time. - Township of Perry, proposed agreement for Chief Building Official/ Building Inspector services was reviewed and accepted by resolution. - Draft deeming by-law for Plan 27 was reviewed. The clerk will get clarification from the lawyer. REPORTS: - April 29th, Steering Committee, Marty & Jerry reported on LHINS. - May 1st, Parry Sound District Municipal Association, Marty and Richard reported - May 3rd, Tri R, Bob reported. - staff report for Rod - MTO Contractors - staff report for Marty - Doe Lake Park Beach CORRESPONDENCE: - Almaguin Highlands Secondary School, thank you for the donation to the 2006 graduation awards program. - AMO Alert, AMO urges municipalities to lobby federal government on the early learning and child care agreement. - Ministry of Municipal Affairs and Housing, 2006 annual repayment limit respecting long-term debt and financial obligations. - County of Prince Edward requesting support of a resolution to lobby the provincial and federal governments to provide immediate financial support for farmers, and develop long term strategies to resolve farm issues. A resolution in support was passed. - Township of Hamilton, requesting support for a resolution requesting all ethanol plants funded by all levels of government be supplied by Canadian grains produced by Canadian farmers only, and that farm organizations and groups be consulted in setting a fair and profitable price for the grain, along with the ability to produce the required quantity. A resolution in support was passed. - County of Frontenac requesting support to petition the Ministry of Labour to amend regulations to exempt paramedics employed by municipalities or other service delivery agents in Ontario from Part VII of the Employment Standards Act and the province be petitioned to require local agreements be negotiated and form part of collective agreements for these groups. A resolution in support was passed. - AMO Conference August 14th and 15th, Ottawa, registration form and information. - Ontario Municipal Board, notification of the application by the Ministry of Transportation under subsection 37 (2) of the Public Transportation and Highway Improvement Act, R.S.O., 1990 c. P 50 for approval of the closing of certain roads intersecting the right of way for the new alignment of Highway 11 in the Township of Strong and Machar. - Town of Newmarket, requesting support of a resolution requesting the Canadian Petroleum Products Institute, the Province of Ontario and local municipalities review current operations to see what can be done to accommodate patrons with special needs. A resolution in support was passed. - Denise Sherritt, MNDM, notification of the Ministry of Health Promotion and Sport and Recreation Branch and the City of North Bay hosting an Active Transportation Workshop, May 24th at the West Ferris Arena Auditorium. - Friends of the Burk's Falls & District Health Centre, thank you for donation in memory of the late Richard Thomas. - Jenny Thomas, thank you for the donation in memory of the late Richard Thomas. - Ministry of Transportation, information for all municipal election candidates regarding election signs. - AMO Alert, 2006 federal budget will help Ontario Municipalities. - 2006 AMO Conference information. - Ministry of Municipal Affairs and Housing, news release and information regarding the Fair, Balanced Tenant-Landlord legislation introduced. - AMCTO Express, May 3, 2006, 2006 federal budget, new accounting rules coming, swimming pool fencing legislation. - Township of South Stormont, request for support of a resolution requesting the Minister of Agriculture, Food and Rural Affairs, Lenona Dombrowsky undertake a long term plan for farmers within the calendar year, and obtain the necessary funding to secure same. A resolution in support was passed. - Ministry of Transportation, North Bay, response to letter dated April 12 and April 18, 2006. - North Bay Parry Sound District Health Unit, notification of the West Nile Information Sharing and Planning Day scheduled for May 26, 2006. NEW BUSINESS: - Library, Landfill and Recycling 2006 proposed budget were discussed. Council agree with all budgets, no resolutions will be done until after the Tri council meeting scheduled for May 31st. - notification regarding the Ryerson, Armour and Burk's Falls sponsored rabies clinic to be held on June 7, 2006 from 6:30 to 7:30 p.m at the Ryerson Township office. Cost is $ 15.00 per animal, cash only. - Tri Council meeting scheduled for May 31, 2006 at 7:30 p.m. at the Armour Council chambers.
