| THE MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES May 29, 2007 The regular meeting of the Council of the Township of Armour was held on Tuesday, May 29, 2007 at 7:30 p.m. Those in attendance were Reeve, Bob MacPhail Councillors, Rod Blakelock, Jerry Brandt, Marty Corcoran and Pat Hayes; delegates Lewis Hodgson, Linda Maurer, Hans and Eleanor Junger; and staff Glenn Middlebrook, Acting Road Supervisor Wendy Whitwell, Clerk Treasurer. CONFIRMATION OF MINUTES OF THE PREVIOUS MEETING: The following minutes were approved by resolution: - closed session May 8, 2007 - regular meeting May 8, 2007 DECLARATION OF PECUNIARY INTEREST: None DELEGATIONS: - Lewis Hodgson, Councillor Village of Burk's Falls attended to request a donation towards the 2007 Summer Recreation Program. This program is open to youth in the area and includes busing the participants to Doe Lake for swimming. Armour has supported this program in the past. A resolution was passed authorizing a donation. - Linda Maurer, Burk's Falls and District Historical Society attended to request a donation for 2007. Council reviewed financial information, 2006 summer report and activities planned for 2007. A resolution authorizing a donation was passed. - Hans and Eleanor Junger attended to discuss the lease for Berriedale Community Centre. The following was reviewed: - fire damage clause will remain as written - the revised 60 day notice provision will be included in the lease - Junger's approved the summary of inspection as written - Rod will meet Junger's to review items in the shed Council wished Junger's every success with there plans for Berriedale. - Glenn Middlebrook, Acting Road Supervisor attended to discuss the following road issues: - purchasing of granite - council approved based on competitive pricing - purchasing of A gravel - council approved based on competitive pricing - tendering for crushing of A gravel - council approved tendering for 5000 yards - tendering for winter sand - council approved tendering - surface treatment for Leggett's Road - council approved tendering - brushing of road sides currently underway - 96 Truck need tires and a box. Glenn is pricing - tires dumped at boundary will not be removed at this time. Ministry of Environment are investigating. Town of Kearney has agreed to pay half of the clean up costs. - Glenn reported on information received at the recent training session attended by Allan and himself. BY-LAWS: - By-law # 22-2007, being a by-law to amend by-law # 22-94 and name certain roads in the municipality was read a first, second and third time. - # 24-2007, being a by-law to enter into a lease agreement for 232 North Pickerel Lake Road (Berriedale Community Centre) with Hans and Eleanor Junger was read a first, second and third time. - # 25-2007, being a by-law to confirm the proceedings of council at its meetings, was read a first, second and third time. REPORTS: - Library, May 9th, Rod gave a verbal report - DSSAB, Marty reported - Planning, May 14th, Bob gave a verbal report - Arena, May 16th, Pat reported - Economic Development, Rod gave a verbal report - PSAB 3150 and OGRA- Municipal Data Works training May 23 and 24th, Clerk's report. - POA, May 24th, Bob reported - Steering, May 24th - Jerry reported - Building report, April 2007 CORRESPONDENCE: - Katrine Family Baseball Tournament, July 6th - 8th, requesting resolution of support. A resolution in support was passed. - City of Kawartha Lakes requesting support for a province-wide integrated goose management plan of action and funding to support a program. A resolution in support was passed. - Township of Smith-Ennismore-Lakefield, requesting a resolution and letter to lobby the Province for legislation restricting cosmetic use of pesticides for non-agricultural lands. No action will be taken at this time. - Friends of Burk's Falls & District Health Centre, request for donation for the 2007 Miles of Coins Campaign. A resolution authorizing a donation was passed. - Municipality of Callander, copy of correspondence to Hon. David Ramsay, Minister of Natural Resources regarding the Aggregate Resources Act. - Ministry of Transportation, regarding PSAB requirements and support of the OGRA Municipal Data Works database. - AMO update, May 23, regarding adoption of policies under the Municipal Act. - Village of Burk's Falls, itinerary for Canada Day celebrations planned at the arena and a request for RSVP. - Ministry of Public Infrastructure and Renewal, Grow Plan for Northern Ontario. - Almaguin Highlands O.P.P. notification regarding National Day of Action- June 29, 2007. - North Bay Parry Sound Health Unit, 2006 financial statements for shared mandatory program and refund of excess revenue. UNFINISHED BUSINESS: - Commercial Drive Development: - copy of draft # 7, Services Extension Agreement and Easements, and memo to Doug Grandy - copy of email regarding easement requirements including First Avenue. - the clerk was instructed to notify Mr. Russell of councils specific instructions regarding infrastructure not to be constructed under the traveled portion of Commercial Drive. - Bob Galloway, Greer Galloway Group, summary of the Navigable Waters Approval Process and the height of Ferguson Bridge. - OGRA, Municipal Data Works. The clerk was instructed to prepare the by-law for the next meeting. NEW BUSINESS: - Armour Ryerson and Burk's Falls Memorial Arena/Community Centre 2007 budget totaling $ 94,800.00, Armour's portion $ 41,712.00 was accepted by resolution. - Camp Northern Lights, August 6 - 13th, information. The clerk will prepare a resolution for the next meeting. - Ministry of Natural Resources, notification of the posting on the Environmental Registry for the proposed revisions to Public Lands Act Policy PL4.02.01. Disposition of Crown Land on Designated Lake Trout Lakes. No lakes in Armour are designated. - Invitation to attend a retirement barbeque in honour of Colin Vickers, Director of Education, Near North District School Board. - List of correspondence received and not on agenda.
