MINUTES

May 23, 2006

The regular meeting of the Council of the Township of Armour was held on Tuesday, April 23, 2006 at 7:30 p.m. Those in attendance were Reeve Marty Corcoran, Councillors, Jerry Brandt, Richard Holloway and Bob MacPhail, Councillor Blakelock was absent; staff, Glenn Middlebrook, Road Supervisor and Wendy Whitwell, Clerk Treasurer.

CONFIRMATION OF THE MINUTES OF THE PREVIOUS MEETING:

The minutes of the regular meeting on May 9, 2006 were approved as circulated.

The minutes of the public meeting on May 9, 2006 were approved as circulated.

The minutes of the special meeting on May 15, 2006 were approved as circulated.

DECLARATION OF PECUNIARY INTEREST: None

DELEGATIONS: None

BUSINESS ARISING FROM THE LAST MEETING:

- Council reviewed information regarding financing options for a new truck. No decision was made. The clerk will research further.

- Truck tenders were discussed. The road supervisor and the clerk provided information to council regarding front axle requirements. A resolution accepting the tender submitted by Northland Truck Centre was passed.

- 1st draft of the roads budget was reviewed.

APPLICATIONS: None

BY-LAWS:

- By-law # 19-2006, being a by-law to confirm the proceedings of council was read a first, second and third time.

- By-law # 20-2006, being a by-law to enter into an agreement with the Township of Perry for building services was read a first, second and third time.

- By-law # 21-2006, being a by-law to deem lots in registered Plan 27 not to be registered was read a first, second and third time.

- By-law # 22-2006, being a by-law to stop up and close the original shore road allowance in front on Part Lot 5, Concession 2, was read a first, second and third time.

REPORTS:

- Economic Development, May 11th, Bob gave a verbal report.

- Arena, May 17th, Jerry and Marty reported.

- Library, May 17th, Rod was not available to report.

- Building report - April 2006

- Alcohol and Gaming Training, May 11th, Staff report was reviewed.

CORRESPONDENCE:

- Corporation of the Township of Leamington, request for support of a resolution to request AMO, Federal and Provincial governments develop a program to support infrastructure sustainability by providing yearly funding to all rural municipalities. A resolution in support was passed.

- Township of Essa, request for support of a resolution to petition the Minister of Transportation to exempt Road Service Vehicles from Section 69 of the Highway Traffic Act in order that such vehicles may legally attach tire chains and cables to the wheels for increased steering and control and traction during severe winter road conditions. A resolution in support was passed.

- Township of Essa, request for support of their position and the resolution from Municipality of North Perth requesting the Minister of Municipal Affairs and Housing to amend the Municipal Act to allow North Perth and similar municipalities the ability to protect its local economy and small business owners. A resolution in support was passed.

- Town of Minto, requesting support regarding the Ombudsman's Report "Getting it Right" and request the recommendations be implemented with a view of creating a truly fair, transparent and accountable system of property assessment to taxpayers and municipalities in the Province of Ontario. A resolution in support was passed.

- Ministry of Northern Development & Mines, invitation to the June 1, 2006 meeting at the Sundridge, Strong and Joly Arena at 1:30 p.m. highlighting information on government programs and services available.

- Almaguin Palliative Care Team, request for a donation for 2006. A resolution authorizing a donation was passed.

- Copy of correspondence from the Township of Strong to the Attorney General of Ontario in support of the recommendations in the report by Honourable Patrick J Lesage, QC on Police Complaints System in Ontario and the introduction of legislation to streamline the process for the public.

- Muskoka-East Parry Sound Health Services invitation to attend an information session at the Burk's Falls and District Health Centre on Friday June 16, 2006 at noon. Reeve Corcoran will attend.

- Ontario Drinking Water "Staying in Compliance" Workshop, May 31, 2006 Mississauga.

- Village of South River, Almaguin Highlands Marketing meeting, May 31, 2006 7:00 p.m. invitation to meet Chris Setchell who will present the steps involved in implementing the marketing proposal.

- Ministry of Citizenship and Immigration, acknowledging the Volunteer Service Award nomination of Harvey Mulligan and Stephen Mulligan. Award presentation is Tuesday, June 20th in North Bay. Councillor Blakelock will be attending.

NEW BUSINESS:

- Village of Burk's Falls, request for support of the 2006 summer recreation program. The clerk was instructed to request further information.

- CEMC alternate, Jim Mahoney, resolution to authorize training was passed.

- Constable David Opatovsky, O.P.P.., Community Service Officer, request or a donation to the Community Safety Net Program. A resolution authorizing a donation was passed.

- MPAC, Municipal Information Day, May 24th. A resolution authorizing staff to attend was passed.

- Resolution to appoint Richard Holloway to the committee of adjustment was passed.

- List of correspondence received, not on the agenda.

RESOLUTIONS:

- Moved by Jerry Brandt, Seconded by Bob MacPhail, That the minutes of the public meeting held on May 9, 2006 be adopted as circulated. Carried

- Moved by Jerry Brandt, Seconded by Richard Holloway, That the minutes of the special meeting held on May 15, 2006 be adopted as circulated. Carried

- Moved by Richard Holloway, Seconded by Bob MacPhail, That the Council of the Township of Armour hereby accept the tender document submitted by Northland Truck Centre for the supply of a 2007 Sterling single axle diesel dump truck model L8500 complete with Viking Plow equipment supplied by Champion.

Price including all taxes $ 168,701.55. (Includes GST and PST) plus 20,000 lb front axle and spare tire upgrade option at an additional costs of $ 2,027.00 plus GST and PST. Carried

- Moved by Bob MacPhail, Seconded by Jerry Brandt, That leave be given to introduce a bill # 20-2006, being a by-law to enter into an agreement with the Township of Perry to purchase Chief Building Official and Building Inspector Services. Carried

- Moved by Jerry Brandt, Seconded by Bob MacPhail, That the Council of the Township of Armour hereby support the resolution from the Municipality of Leamington and request AMO and the Federal and Provincial governments develop a program that will support infrastructure sustainability by providing a yearly stream of funding to all rural municipalities without the municipality having to expend funds and exhaust limited resources in developing business cases. Carried

- Moved by Jerry Brandt, Seconded by Richard Holloway, That the Council of the Township of Armour hereby support the resolution from the Township of Essa and petition the Minister of Transportation to exempt Road Service Vehicles from Section 69 of the Highway Traffic Act in order that such vehicles may legally attach tire chains and cables to the wheels for increased steering and control and traction during severe winter road conditions. - Moved by Bob MacPhail, Seconded by Jerry Brandt, That the Council of the Township of Armour hereby support the position taken in the resolution from the Municipality of North Perth and request the Minister of Municipal Affairs and Housing amend the Municipal Act to allow North Perth and similar municipalities the ability to protect its local economy and small business owners. Carried

- Moved by Jerry Brandt, Seconded by Richard Holloway, That the Council of the Township of Armour hereby authorize a donation in the amount of $ 200.00 to the Almaguin Palliative Care for 2006. Carried

- Moved by Richard Holloway, Seconded by Bob MacPhail, That the Council of the Township of Armour hereby authorize the registration of Jim Mahoney, CEMC Alternate to attend the training session May 30 to June 1, 2006 in North Bay and agree to cover related costs for same, to be shared with the Village of Sundridge. Carried

- Moved by Jerry Brandt, Seconded by Richard Holloway, That the Council of the Township of Armour hereby authorize a donation to the O.P.P. Drug Safety Program for 2006 in the amount of $ 150.00. Carried

- Moved by Bob MacPhail, Seconded by Jerry Brandt, That the Council of the Township of Armour hereby authorize one staff member to attend the "Day with MPAC" information session on May 24th in Parry Sound, and agree to cover related costs for same. Carried

- Moved by Jerry Brandt, Seconded by Bob MacPhail, That the Council of the Township of Armour hereby appoint Richard Holloway to the Committee of Adjustment for the Township of Armour for the balance of this term of office. Carried

- Moved by Bob MacPhail, Seconded by Richard Holloway, That we do now adjourn at 9:50 p.m. until the next regular meeting of Council scheduled for June 13, 2006 at 7:30 p.m. or at the call of the Reeve. Carried
