MINUTES

MARCH 26, 2001

A special meeting of the Council of the Township of Armour was held on Monday, March 2, 2001 at 7:00 p.m. Those in attendance were Councillors Rod Blakelock, Marty Corcoran, Joanne Cripps, and Gary McFarlane; representative from MTO, Ray Mantha, Mike Nadeau and Tim Rogers; Dave McCann from Stantec Consulting; guests, Gloria & Dave Wilde and staff Laura Rowley, Clerk Treasurer and Les Phinney, Road Superintendent. This meeting was called to discuss the Hwy 11 project review from Katrine to Burk's Falls. The meeting was called to order at 7:03 p.m. by Deputy Reeve Joanne Cripps in the absence of Reeve, Frank Gill.

Ray Mantha, MTO, gave opening remarks recognizing the need for an internal road system. MTO is committed to the design of a safest possible highway which is best accomplished by providing a service road and a flyover at Sunset Pass Road in the initial stage. He presented a new plan, calling it a "conceptual" plan, which added to the "preferred alternative" plan, a continuous service road from Katrine to Sunset Pass Road on the west side of the existing highway.

Dave McCann, Stantec Consulting, set out the ongoing procedure; one more PIC in April at which they would like to present the final plan. They are trying to co-ordinate that PIC with a Council meeting date so they can present the final plan to Council and to the public the following day. Following that PIC the finished project will be an addendum to the EA. MNR had a caution with regards to moving the new four lanes to the west, north of Katrine, and Council asked if they could be made aware of MNR concerns to be addressed in the OP update.

Dave & Gloria Wilde attended the meeting with a concern regarding the noise factor related to the proposed realignment and service road. Dave McCann explained that there is a noise analysis being done. There is a protocol for noise analyzation that will be done by an established model. This report should be ready for the next PIC. Mr. Wilde questioned the validity of the model. Tim Rogers mentioned that the ambient background levels are recorded in the original EA and they will review those levels as well. The only report that will not be available at the PIC is the archaeological study as field work is required after the snow disappears.

Ray Mantha expanded on the "conceptual" plan by advising Council that MTO is prepared to build all new sections of the proposed service road; built a new bridge on the south branch of the Magnetawan River; upgrade any sections of the service road as required; and upgrade the existing bridge at Katrine as required. Upon completion of all work, the municipality will be expected to take the service road and the bridges into it's road system and maintain them. Mr. Mantha requested that members of Council consider this and, hopefully, be prepared to accept the proposal.

A brief discussion was held with regard to Council questions in the letter of February 6, 2001 that are outside of this study area. Gary McFarlane will review Council concerns and following the Township's scheduled public meeting on March 28th, will draft another letter to MTO.

Mr. Mantha broached the subject of vacant buildings on properties purchased by MTO. The municipality had previously notified MTO that no buildings were to be demolished. MTO has been advised by the O.P.P. that there has been some vandalism to the vacant structures. The general consensus of Council was to permit demolition of structures on property that is required for the construction of the new highway, service roads and right-of-ways. There is a procedure for the return of property to private ownership that was purchased by MTO but not required for the project. MTO will dispose of those properties once the route is set and design is done.
