| THE MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES March 28, 2006 The regular meeting of the Council of the Township of Armour was held on Tuesday, March 28, 2006 at 7:30 p.m. Those in attendance were Reeve, Marty Corcoran; Councillors, Rod Blakelock, Bob MacPhail, and Jerry Brandt; guests; Phyllis Leggett, Ed Robinson, Anne Cadieu, Cheryl Armstrong, Steve Mulligan, Richard Holloway, staff, Leanne Crozier, Deputy Clerk Treasurer and Wendy Whitwell, Clerk-Treasurer. CONFIRMATION OF THE MINUTES OF THE PREVIOUS MEETING: The minutes of the regular meeting on March 14, 2006 were approved as circulated. DECLARATION OF PECUNIARY INTEREST: None DELEGATIONS: NoneAPPLICATIONS: RAFFLE: -Holy Spirit Church, Council reviewed the application and approved a raffle licence by resolution. COUNCIL VACANCY: -A total of 7 applications were received and reviewed by council as follows: Joanne Cripps, Mary Lee Daniels, Earl Haggart, Richard Holloway, Mathew Muller, James Kirk-White and Ken White. Each member of Council nominated two from the above, list and a vote was taken. Richard Holloway received the most votes and was appointed by resolution. Richard will take his oath of office on April 11, 2006. BY-LAWS: -# 12-2006, being a by-law to regulate the conservation of woodlands within the Township of Armour was read a second time. -# 14-2006, being a by-law to confirm the proceedings of Council was read a first, second and third time. REPORTS: -Arena, March 15th, Jerry gave a verbal report. -Library, March 15th, Rod gave a verbal report. -EMO, March 15th, Bob and Marty reported. -Steering, March 16th , Jerry reported. -Fire Conference, March 24th - 25th, Marty -Building report, February 2006 -Economic Development, March 16th, Bob reported on the first meeting of this committee. CORRESPONDENCE: -Statistics Canada, notification of May 16, 2006 is the next Census Day. -Almaguin Highlands Secondary School, request for a donation for the 2006 graduation award program. A resolution authorizing a donation was passed. -Challenge and Risk in Aussie 2006, Samantha Zrobin request for a donation. No support was given. -The Steering Committee, Ontario Family Fishing Weekend is scheduled for July 7th - July 9th, 2006. -Minister of Economic Development and Trade, invitation to attend the 8th annual Ontario Global Traders Awards regional ceremony luncheon on Thursday, April 27, 2006 in North Bay. No one will attend. -Invitation to "Growing Your Opportunities, Farm and Food Conference, April 8th, 2006 in North Bay. No one will attend. -Ministry of Natural Resources, Forest Fire Management Centre, notification of changes effective April 1, 2006. -Parry Sound District Emergency Medical Services Committee, requesting support of a resolution to lobby the Ministry of Health to provide funding and resources to allow a designated stroke centre within Parry Sound District. A resolution in support was passed. -Town of Powassan, invitation to attend a municipal lottery training information session on May 11, 2006. A resolution authorizing the registration of Karen Fraser was passed. -District of Parry Sound Municipal Association, minutes of the Fall 2005 meeting and registration for the Spring 2006 meeting, May 1 at the Machar Community Centre and Arena, South River. A resolution was passed authorizing registration. -Burk's Falls and District Historical Society letter to Rod Blakelock and the Berriedale Community Centre Club, suggestions on how to proceed with converting the community centre to a museum. UNFINISHED BUSINESS: -Village of Burk's Falls, letter regarding proposed development on Commercial Drive and the requirement of an agreement for water and wastewater generated as a result. The clerk was instructed to request a meeting with both councils. -Armour Township, 125th Anniversary, staff report was reviewed. The clerk was instructed to get further information on the price of flags and Armour pins. A community barbecue will be held at a date to be determined in August. NEW BUSINESS: -Almaguin Recycling Initiative, proposal for Hazmat was reviewed and approved by resolution. -Michael Turner, Auditor, signing of the engagement letter was authorized by resolution. -Gas Tax Revenue, priorities, deferred to next meeting. -2006 Ontario Budget announcing "Move Ontario" grant for road and bridge projects. -List of correspondence received - not on the agenda. -resolution to move into closed session -resolution to move out of closed session RESOLUTIONS: -Moved by Rod Blakelock, Seconded by Bob MacPhail, That the minutes of the March 14, 2006 meeting be approved as circulated. Carried -Moved by Rod Blakelock, Seconded by Bob MacPhail, That the Council of the Township of Armour hereby approve a raffle lottery licence for the Church of the Holy Spirit, as per the proposal submitted for the "Fun in the Sun Raffle". Licence fee $ 5.00. Carried -Moved by Bob MacPhail, Seconded by Rod Blakelock, that the Council of the Township of Armour appoint Richard Holloway to fill the vacant seat on Council for the balance of this term. Carried -Moved by Rod Blakelock, Seconded by Jerry Brandt, That leave be given to introduce a bill # 14-2006, being a by-law to confirm the proceedings of Council at its meetings. Carried -Moved by Bob MacPhail, Seconded by Rod Blakelock, That the Council of the Township of Armour authorize a donation in the amount of $100.00 for the Almaguin Highlands Secondary School Graduation Awards ceremony for 2006. Carried -Moved by Jerry Brandt, Seconded by Rod Blakelock, Whereas the Province of Ontario has recognized the importance of stroke patience receiving appropriate treatment within 2 hours of the onset of symptoms; and Whereas there is no Designated Stroke Centre within Parry Sound District; That the West Parry Sound Health Centre take immediate steps to become a Designated Stroke Centre or TeleHealth Stroke Centre; and That the Ministry of Health provide the necessary funding and resources to allow this important local health care initiative to proceed this fiscal year. Carried -Moved by Jerry Brandt, Seconded by Rod Blakelock, That the Council of the Township of Armour hereby authorize the registration of 5 council and 1 staff to attend the spring meeting of the District of Parry Sound Municipal Association on Monday, May 1, 2006. Carried -Moved by Jerry Brandt, Seconded by Rod Blakelock, That the Council of the Township of Armour hereby move into closed session at 9:12 p.m. in order to discuss matters pursuant to Section 239 (b,d) of the Municipal Act. Carried -Moved by Bob MacPhail, Seconded by Rod Blakelock, The Council of the Township of Armour agree to join the Almaguin Hazmat Group at a cost of $ 3.00 per household, to allow Armour ratepayers the use of the hazardous waste depots on scheduled days, conditional upon an acceptable agreement setting out details.
