MINUTES

March 25, 2008

 

The regular meeting of the Council of the Township of Armour was held on Tuesday, March 25, 2008 and was opened at 9:10 p.m. Those in attendance were Reeve, Bob MacPhail; Councillors, Rod Blakelock, Jerry Brandt, Marty Corcoran and Pat Hayes; staff, Wendy Whitwell, Clerk-Treasurer.  

CONFIRMATION OF THE MINUTES OF THE PREVIOUS MEETING:

The minutes of the closed meetings on March 11, 2008 were approved as circulated.

BY-LAWS: 

 -         # 17-2008, being a by-law to confirm the proceedings of council was read a first, second and third time.

CORRESPONDENCE:

 -AMCTO Spring zone workshop, April 30 - May 2, 2008. A resolution authorizing the clerk to attend was passed by resolution.

 -         AMO 2008 Conference “ Leading Beyond Tomorrow” information and registration. A resolution authorizing the registration of Bob Mac Phail was passed.

 -         Township of Ryerson, notification of the South East Parry Sound District Steering Committee meeting March 27, 2008 at the Sundridge Community Centre and an invitation to all council members to attend to discuss the new Almaguin Highlands Secondary School.

 -         Almaguin Highlands Secondary School, request for donation to the 2008 graduation awards program. A resolution to authorize a donation was passed.

 -         Town of Parry Sound and Municipality of Whitestone requesting support for a resolution requesting Transport Canada investigate and determine the cause of the increasing number of trail derailments. A resolution in support was passed.

 -         Ministry of Municipal Affairs and Housing, requesting support for “EarthHour” by turning off lights in government buildings from 8:00 to 9:00 p.m. Council support this and staff will ensure lights are out on Saturday, March 29, 2008.

 -         Ministry of Northern Development and Mines, update regarding the Growth Plan for Northern Ontario.

-         AMO Communication - Canada Infrastructure Funding Update, dated March 18, 2008.

-Ministry of Municipal Affairs and Housing, notification of the Governments intention to pass legislation that would, if passed, designate a portion of the provincial surplus to municipalities for their infrastructure needs.

UNFINISHED BUSINESS:

-         Council reviewed two draft by-laws for overweight vehicles, objects, loads, etc.,

          Jim Mahoney will take both and prepare another draft.

NEW BUSINESS:

-         2008 proposed Library budget was approved by resolution.

-         District of Parry Sound Municipal Association, notification regarding the 2008 Spring meeting. A resolution authorizing registration for council and staff was passed.

-         Request for support of nomination of Barb Marlow for the EMS Board. Resolution in support was passed.

-         Michael D Turner, letter regarding independence.

-         2007 Financial Analysis of surplus and highlights.

-         Ontario Municipal Partnership Fund, 2008 allocation notice.

-         Staff report regarding 2008 budget considerations. The clerk was instructed to advertise for a groundskeeper. An inspection of municipal property was scheduled.

-         A resolution regarding bond coverage review was passed.

-         Information and updated site plan drawing for Commercial Drive was reviewed and discussed.

-         List of correspondence received - not on agenda. 

RESOLUTIONS:

-         Moved by Pat Hayes, Seconded by Rod Blakelock, That the Council of the Township of Armour hereby approve the minutes of the closed session held on March 11, 2008. Carried

-         Moved by Pat Hayes, Seconded by Rod Blakelock, That the Council of the Township of Armour hereby approve the minutes of the regular meeting on March 11, 2008 as circulated. Carried

-         Moved by Pat Hayes, Seconded by Jerry Brandt, That leave be given to introduce a bill # 17-2008, being a by-law to confirm the proceedings of Council at its meetings. Carried

-         Moved by Pat Hayes, Seconded by Jerry Brandt, That By-law # 17-2008, be read a second time. Carried

 -         Moved by Pat Hayes, Seconded by Jerry Brandt, That by-law # 17-2008, be read a third time, signed and the seal of the Corporation affixed thereto and finally passed in open Council this 25th day of March, 2008. Carried

 -         Moved by Jerry Brandt, Seconded by Rod Blakelock, That the Council of the Township of Armour authorize the registration of Wendy Whitwell to attend the AMCTO Zone 7 Spring Workshop to be held April 30 - May 2, 2008 and agree to cover out of pocket expenses related to same. Carried

 -         Moved by Rod Blakelock, Seconded by Marty Corcoran, That the Council of the Township of Armour authorize the registration of Bob MacPhail to attend the 2008 AMO Annual Conference to be held August 24 - 27, 2008 and agree to cover out of pocket expenses related to same. Carried

 -         Moved by Rod Blakelock, Seconded by Pat Hayes, That the Council of the Township of Armour authorize a donation in the amount of $100.00 for the Almaguin Highlands Secondary School Graduation Awards Program. Carried

 -         Moved by Jerry Brandt, Seconded by Marty Corcoran, That the Council of the Township of Armour hereby support the resolution from the Town of Parry Sound and the Municipality of Whitestone regarding the significant increase in train derailments and request Transport Canada take appropriate action. Carried

 -         Moved by Rod Blakelock, Seconded by Pat Hayes, That the Council of the Township of Armour hereby approve the 2008 Burk’s Falls Armour Ryerson Union Public Library budget as presented, Armour’s share being $ 27,982.42. Carried

 -         Moved by Jerry Brandt, Seconded by Rod Blakelock, That the Council of the Township of Armour authorize the registration of Council and office staff to attend the Spring 2008 District of Parry Sound Municipal Association Meeting May 5, 2008 at the Armour, Ryerson, Burk’s Falls Memorial Arena Community Centre. Carried

 -         Moved by Jerry Brandt, Seconded by Marty Corcoran, That the Council of the Township of Armour support the nomination of Barb Marlow to the District EMS Board. Carried

 -         Moved by Pat Hayes, Seconded by Jerry Brandt, That the Council of the Township of Armour hereby affirm the bond coverage of their employees was reviewed at the time of renewal of the municipal insurance. Carried

 -         Moved by Marty Corcoran, Seconded by Pat Hayes, That the Council of the Township of Armour authorize Jim Mahoney to represent the Township of Armour on April 10, 2008 at the Provincial Court regarding the Highway Traffic Act infractions. Carried

 -         Moved by Pat Hayes, Seconded by Rod Blakelock, That we do now adjourn this regular meeting at 10:53 p.m. until the next regular meeting of Council scheduled for April 8, 2008 at 7:30 p.m. or at the call of the Reeve. Carried
