| THE MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES June 26, 2007 The regular meeting of the Council of the Township of Armour was held on Tuesday, June 26, 2007 at 7:30 p.m. Those in attendance were Reeve, Bob MacPhail Councillors, Rod Blakelock, Jerry Brandt, Marty Corcoran, Councillor Hayes was absent; delegates Laura-Lea Pidgeon and Joe Potyondi from the Chetwynd Community Centre Club, Bob Galloway, Greer Galloway Group, Earl Haggart and Karen Kropt from Katrine Community Centre Club; and staff Glenn Middlebrook, Acting Road Supervisor and Wendy Whitwell, Clerk Treasurer. CONFIRMATION OF MINUTES OF THE PREVIOUS MEETING: The following minutes were approved by resolution: - closed sessions June 4, 5, 14, and 20. - regular meeting June 5. DECLARATION OF PECUNIARY INTEREST: None DELEGATIONS: - Chetwynd Community Centre - Joe Potyondi and Lea Pidgeon attended to discuss the new executive for the community centre club and the lease agreement. Joe circulated a calendar of planned events for the next two months. The new group has cleaned up inside and outside the centre and hopes to use the centre for many community events. They are hopeful that some needed roof repairs can be completed with a donation from Don Barr Roofing. There are a number of trees on the property line between the community centre and the neighbour to the west that should be removed. All executive members did not have an opportunity to review the lease, copies were provided. The by-law will be read later in the meeting but not finalized until the next regular meeting July 10th. Joe and Lea were thanked for attending and their work in the community. - Bob Galloway attended to discuss Ferguson Bridge and receive signatures for the applications to the Ministry of Natural Resources for our municipal gravel pits. A list of deficiencies for Ferguson Bridge had been reviewed earlier at the meeting on the bridge site. Payment certificate # 5 as well as the holdback will not be paid until these items are completed. Bob requested council consider waiving liquidated damages, the roadway was opened up before Christmas. Council will consider this request. The road needs and bridge study will proceed later this summer. - Glenn Middlebrook, Acting Road Supervisor attended to discuss the following road issues: - open tenders for surface treatment with the following received: Bruell Contracting Ltd, North Bay $ 101,046.20 plus gst Miller Paving, Markham $ 106,688.30 plus gst Royel Paving, Lindsay $ 128,916.20 plus gst A resolution was passed accepting the tender submitted by Bruell Contracting. - gravel crushing tender. Council decided to advertise for the supply of 7/8 A gravel only. - advertisement for screening of winter sand was approved - road accounts voucher # 6-2007 was reviewed and approved by resolution - staff report regarding fuel pump meters was reviewed. Staff were directed to purchase a meter for one tank. -

were discussed, Glenn was given direction to negotiate the best price
he could and proceed with ordering. BY-LAWS: - BY-LAW #26-2007, being a By-law to enter into a Municipal DataWorks (MDW) Data Provision Agreement with the Ontario Good Roads Association was read a first, second, third time. - BY-LAW # 27-2007, being a By-law to enter into a lease agreement for Chetwynd Community Centre was read a first, and second time. - BY-LAW #28-2007, being a By-Law to confirm proceedings was read a first, second, third time. No July or August meeting. - Fire Brd, June 13th, minutes. - DSSAB, June 14th, Marty gave a verbal. - Arena, June 20th, minutes. Addition looks good. CORRESPONDENCE: - City of Port Colborne requesting support for their petition to the Minister of Health to immediately call for Health Canada to undertake a review of Salvia Divinorum and its derivatives to determine risks associated with the use of this substance and its widespread availability and take a proactive stance on the regulation of this substance for the health and safety of Canadians. A resolution of support was passed. - The Municipality of Brockton requesting support for their request to Hydro One to Hold public meetings in the affected areas of the Bruce-Milton power corridor, fund legal representation for those adversely affected, compensate municipalities for lost assessment, and distribute this motion to AMO. A resolution of support was passed. - The Town of East Gwillimbury requesting support for their request to have the Ontario Auto Recyclers Association retain an inspector who would be fully trained and prepared to assist with by-law enforcement, and be prepared to provide expert testimony in support of any charges under the Salvage Yard By-law with respect to the removal of Mercury Switches. No support was given at this time. - A letter from the Ministry of Natural Resources regarding the initiatives undertaken to lessen the financial impact on established operations. - A time table of events planned for the Armour Ryerson & Burk's Falls Canada Day 2007 Program. - An invitation from the St. Andrew's Presbyterian Church to attend an annual "Kirkin O' the Tartan" Service. - The North Bay Parry Sound District Health Unit West Nile Virus (WNV) Prevention and Control Notice and Costing request. - A letter from the Near North District School Board asking that as a supporter of a new Almaguin Highlands Education Centre, we send a reminder of our desire and support for a new facility to our Minister of Education. - Near North District School Board media release about funding for the replacement of Almaguin Highlands Secondary School. - Email message from Minister John Gerretsen, Minister of Municipal Affairs and Housing, update on legislation aimed at strengthening Ontario's communities. - A reminder from the Ministry of Community Safety and Correctional Services of municipal obligations to complete the mandatory emergency management program. - A letter from the Landlord and Tenant Board reminding municipalities that they must notify landlords and tenants about rent reductions when the taxes have decreased by the prescribed amount. - AMO member communication announcing the $20M in provincial grants to help municipalities to undertake green house gas reduction projects. - Fisheries and Oceans Canada letter of advice concerning dredging on Three Mile Lake in Armour. - A letter from the Municipality of Trent Hills updating us on their efforts in association with the Canadian Advocates for Tax Awareness and the Canadian National Taxpayers Coalition to pressure the Provincial Government to create a property tax system we can all afford. - AMO information regarding the Ministry Delegations at the Conference being held in Ottawa. UNFINISHED BUSINESS: - Camp Northern Lights, information regarding the upcoming camporee. Letter sent to President of The Calvinist Cadet Corps that is hosting the event requesting specific information. A resolution of support in principle to the International Camporee being held in Armour Township was passed. - Official opening for both bridges. Ceremony planned for September 2007. - Economic Development committee appointments discussed. No appointments will be made at this time. - 2007 Proposed Landfill budget approved by resolution. - 2007 Proposed Recycling budget approved by resolution. - Marshall Macklin Monaghan, MTO road closing - re four-laning. - Lillie Kup Kamp, request for propane cylinder exchange. Council have no objection to a 20lb propane tank exchange outlet at 101 Doe Lake Road. - Purchase of Canada WW1 Victory Metal approved by resolution. - Ontario Provincial Police - 9-1-1 Cerb Services Agreement - renewal. The Clerk is authorized to prepare the required by-law to enter into an agreement with the Province of Ontario as represented by the Ontario Provincial Police for the provision of 9-1-1 Central Emergency Reporting Bureau (CERB) Services. - Cemetery donations for 2007. $200.00 for each of the following cemeteries was authorized by resolution; Berriedale Catholic Cemetery, Berriedale Cemetery, and Burk's Falls Cemetery. - Six (6) Magnetawan River speed limit signs for installation. - Staff Report - Road Supervisor Position. A resolution was passed authorizing the hiring of William H Stewart. - List of correspondence received and not on agenda. Armour's portion being $ 56,320.00 plus an additional transfer to reserves of $ 19,800.00.
