| THE MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES July 24, 2007 The regular meeting of the Council of the Township of Armour was held on Tuesday, July 24, 2007 at 7:30 p.m. Those in attendance were Reeve, Bob MacPhail Councillors, Rod Blakelock, Jerry Brandt, Marty Corcoran and Pat Hayes; staff Bill Stewart, Road Supervisor and Wendy Whitwell, Clerk Treasurer. CONFIRMATION OF MINUTES OF THE PREVIOUS MEETING:The minutes of the regular meeting of July 10, 2007 were approved as circulated. DECLARATION OF PECUNIARY INTEREST: None DELEGATIONS: None TENDER OPENING: GRAVEL A total of three tender were received as follows: Davis Industries Item # 1 - $ 6.00 per tonne plus tax Item # 2 - $ 100.00 per triaxle / $ 110.00 per quadaxle Whitmells Item # 1 - no bid Item # 2 - & 75.00 per tandem Fowler Construction Item # 1 - $ 17.06 Item # 2 - $ 111.30 per tandem A resolution was passed accepting the proposal submitted by Davis Industries. WINTER SAND A total of three tenders were received as follows: Davis Industries $ 6.00 per cubic yard plus tax or $ 2.25 per tonne at Davis Pit Whitmells $ 4.90 per cubic yard plus tax Fowler Construction $ 11.655 per cubic yard plus tax A resolution was passed accepting the proposal submitted by Whitmells. BUSINESS ARISING FROM THE LAST MEETING: - Ferguson Bridge - correspondence dated July 23, 2007 from Bob Galloway was reviewed - payment certificate # 5 in the amount of $ 95,312.15 was approved by resolution - date for official opening of Pevensey and Ferguson Bridges - September 11, 2007 - Review details regarding proposal for tendering for a 4 x 4 3/4 ton pick-up truck. - resolution to amend by-law # 19-98, to allow for the erection of stop signs was passed. BUSINESS ARISING FROM A PREVIOUS MEETING: - 2007 Council fall newsletter, a revised draft was approved. APPLICATIONS: RAFFLE - Katrine Community Centre Club application for a raffle to be held on December 31, 2007 was approved by resolution BY-LAWS: - By-law # 29-2007, to stop up and close shore rd allowance Con. 2 Lot 19, was read a first, second, third time. - By-law # 32-2007, to enter into an agreement for COMRIF Asset Management, was read a first, second, third time. REPORTS: - Library Board, July 11th, verbal report from Rod. - Arena Board, July 18th, Pat reported. - Fire Board, July 19th, -minutes included. Bob reported. - Economic Development, July 19th, Rod reported. - General Budget/Actual - June 2007. - Roads Budget/Actual - June 2007. CORRESPONDENCE: - The Town of Kearney requesting support in their resolution that the sustainable Forest Plan now being used by the Algonquin Forest Authority continue to be used for the future. A resolution of support was passed. - The Town of Parry Sound is looking for support of their resolution opposing the passage of Private Members Bill C-451. A resolution of support was passed. - The City of Owen Sound passed a resolution requesting that the Provincial Government fulfill its responsibility and pay for 100% of Court Security Cost. A resolution of support was passed. - The City of Sudbury endorses by resolution the provincial Bill 150. This is a bill to raise the minimum wage to $10.00/hour immediately and not by 2010 as outlined in the spring 2007 Ontario budget. A resolution in support was passed. - A letter from the Association of Municipalities of Ontario regarding the AMO/LAS moving ahead with Closed Meetings Investigator Program. - Ontario Good Roads Association letter from the Board identifying key issues to be raised during upcoming election such as sustainable funding for municipal transportation infrastructure and the removal of PST and other fees on municipal goods and services. - AMO Member Communication. A letter to the Editor of The Toronto Star regarding the Ontario governments' programs and service costs being downloaded to municipalities. - A letter from the Ministry of Northern Development and Mines providing details of Ontario's new diamond royalty system, which includes a number of made-in-Ontario deductions that will boost our competitiveness, encourage investment in the provinces' developing diamond-mining sector and support the economic aspirations of Aboriginal and northern communities. - The District of Parry Sound Municipal Association provided copies of letters sent by the Executive regarding the Aggregate Resources Act and Parry Sound Muskoka Riding - Northern Ontario Status. - Thank you letter from Dan Beckerton for the support and dedication to Almaguin Highlands Secondary School and their graduation ceremony for the class of 2007. UNFINISHED BUSINESS: - Arena upgrade project - financing options. The clerk was authorized to arrange payment terms with the Royal Bank. NEW BUSINESS: - Township of Perry, Agreement for CBO/BI services. - The plaque that was erected in the memory of the late Richard Thomas, at a cost of $961.20, was stolen sometime between July 18th and July 23rd, 2007. It was reported to the Police on July 23rd, 2007. - Greer Galloway - approve payment of certificate # 5, Ferguson Bridge, toRideau Valley Constructors Limited. - There has been some unauthorized dumping of miscellaneous items on Leggetts Rd, between 62 & 126 Leggetts Rd on the west side. - List of correspondence received and not on agenda. RESOLUTIONS: - Moved by Jerry Brandt, Seconded by Marty Corcoran, that the Council of the Township of Armour hereby approve the minutes of the regular meeting on July 10, 2007 as circulated. Carried - Moved by Jerry Brandt, Seconded by Marty Corcoran, that the Council of the Township of Armour accept the proposal submitted by Davis Industries for the supply of 7/8 granular "A" gravel on an as needed basis, at $ 6.00 Per tonne plus GST and PST. Carried - Moved by Marty Corcoran, Seconded by Jerry Brandt, that the Council of the Township of Armour hereby accept the proposal submitted by Davis Industries for a tri or quad axle belly dump rental, including driver at a rate of $ 100.00 or $110.00 per hour plus GST. Carried - Moved by Marty Corcoran, Seconded by Jerry Brandt, that the Council of the Township of Armour accept the tender submitted by Whitmell for the screening, hauling, mix and stockpile of 2000 cubic yards of winter sand at a total price of $ 10,488.80. Carried - Moved by Jerry Brandt, Seconded by Marty Corcoran, that the Council of the Township of Armour hereby approve payment of certificate # 5, Ferguson Bridge, from Rideau Valley Constructors Limited in the amount of $95,312.15. Carried - Moved by Jerry Brandt, Seconded by Marty Corcoran, that leave be given to introduce a bil # 29-2007, being a by-law to stop up and close and convey the original shore road allowance in the front of Concession 2, Part Lot 19, further described as Part 1 of Plan 42R-17996. Carried - Moved by Pay Hayes, Seconded by Rod Blakelock, that the Council of the Township of Armour support the resolution from the Town of Kearney and support the continued use of the Sustainable Forest Plan currently being used by the Algonquin Forest Authority. Carried - Moved by Rod Blakelock, Seconded by Pat Hayes, That Whereas Private Members Bill C-451 was given first reading on June 6, 2007 by the House of Commons of Canada; And Whereas the proposed legislation aims to make FedNor a permanent government agency, and would eliminate the riding of Parry-Sound - Muskoka from those eligible to receive funding through this agency; And Whereas removing the "Northern Ontario" status from the District of Parry Sound would mean millions in lost funding for this area; And Whereas the District of Parry Sound is part of Northern Ontario and experiences the same socio-economic and geographic problems as other areas in Northern Ontairo; Now Therefore the Council of the Township of Armour does hereby urge the defeat of this legislation. Carried - Moved by Rod Blakelock, Seconded by Pat Hayes, that the Council of the Township of Armour hereby support the resolution from the City of Greater Sudbury and lobby the Province of Ontario to enact bill 150, to raise the minimum wage rate to $ 10.00 per hour immediately and not by 2010 as outlined in the spring 2007 Ontario budget.
