MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES JULY 14, 2001 A special meeting of the Council of the Township of Armour was held on Saturday, July 14, 2001 at the Burk's Falls Arena for the purpose of receiving public consultation for the review of the Official Plan for the Township. Council members present included Reeve Frank Gill, Councillors Gary McFarlane and Marty Corcoran. Also attending were Township Planner Robert Miller and Barbara Wiens from Hynde, Paul Associates and Wendy Whitwell, Deputy Clerk Treasurer. The meeting was called to order at 2:07 p.m. Reeve Gill welcomed everyone and indicated three items to be discussed today: The first being a proposed new communications tower to be located in the municipality and negotiations with Rogers AT&T. A public meeting will be advertized locally and held in the fall. The second item to be discussed is the Official Plan review, and the third the proposed property standards by-law.
The Official Plan portion of the meeting will now proceed and Reeve Gill turned the meeting over to Robert Miller. Bob proceeded with the history of planning in Armour Township dating back to 1970 when he became involved with preparing the first zoning by-law for the municipality. This review of the Official Plan is a requirement under the Planning Act and Bob explained the difference between the Official Plan and zoning by-law. An information brochure was available explaining the Official Plan process and the current map for the Official Plan was on display. The main focus of the meeting today is to receive public input to determine what changes or modifications should be done to the Official Plan. Our municipality is changing, in part due to the four laning of Highway 11, which we are now awaiting the approval of the final alignment through the south section of the Township. The meeting was then opened up for questions and comments. The following was discussed: - highway re-alignment is reducing the value of property because the Ministry of Transportation is not allowing adequate access. Excess land will not be worth anything when put back on the market because of poor access. - landfill site concerns were raised as follows: - is landfill too close to the Magnetawan River? - what capacity do we have left ? - is relocating the landfill elsewhere being considered? - who does the landfill committee report to? - Councillor McFarlane spoke to these concerns and explained that public consultation is part of the process when we move forward with an application to expand or open a new landfill site. - Is there a current freeze on development on Three Mile Lake and how can we put a freeze on development of all the lakes in Armour ? - Bob Miller responded to this question explaining MNR studies are used to determine lake capacity based on water quality, depth, size, phosphorous and tropic levels. The existing lots of record are allowed to be developed, when compliant with the current zoning by-law. Back lot development is not allowed in Armour Township - Why does Armour Township allow trailer parks when other Townships do not? We should not allow any new ones or any expansion of existing parks. - trailer parks existed before the zoning by-laws. - no new trailer parks have been approved, but some expansion has been allowed. - zoning and site plan control is in place to control development - Doe Lake system has 300 trailer sites on it. Doe Lake Road and Snowshoe Lane have 8 more lots approved. We need to stop all further development on Doe Lake. - Concerns regarding the septic system/ holding tanks at Doe Lake Park were raised. The lack of assessment from trailer parks in general was also discussed. - Three Mile Lake Community Club Inc. indicated they support our present Official Plan and not want to see a complete re-write. Written submissions were received from Three Mile Lake Community Club Inc. and Doe Lake Ratepayers Association. The following resolution was passed: - Moved by Gary McFarlane, Seconded by Marty Corcoran, that the Township of Armour hereby close this session of this public meeting regarding the review of the Official Plan Review.
