| THE MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES July 10, 2007 The regular meeting of the Council of the Township of Armour was held on Tuesday, July 10, 2007 at 7:30 p.m. Those in attendance were Reeve, Bob MacPhail; Councillors, Rod Blakelock, Jerry Brandt, and Pat Hayes, Councillor Corcoran was absent; guests, Wendy Prentice, Rebecca and Jamie Prentice, Bob Miller, Municipal Planner ; staff, Road Supervisor Bill Stewart, Wendy Whitwell, Clerk-Treasurer. CONFIRMATION OF THE MINUTES OF THE PREVIOUS MEETING: The minutes of the closed meeting on June 26, 2007 were approved as circulated. The minutes of the regular meeting on June 26, 2007 were approved as circulated. The minutes of the special meeting on June 27, 207 were approved as circulated. DECLARATION OF PECUNIARY INTEREST: None DELEGATIONS: Wendy, Rebecca and Jamie Prentice attended to request information regarding converting a portion of the 32 x 56 garage currently located on the Prentice property for living area. Planner Robert Miller spoke to this. The zoning by-law does not permit human habitation in garages. Prentices will contact the office to schedule a consultation meeting to look at options. Bob Miller, Municipal Planner attended to present a summary of changes to the working draft official plan and request authorization to proceed with the production and submission of the draft document to the Ministry of Municipal Affairs for their comments. Bob highlighted the addition and changes and a resolution was passed. Bill Stewart, Road Supervisor attended to discuss the following road issues: - safety equipment needs updating - improved signage - fuel meter - sander box for the 96 truck - road accounts ACCOUNTS FOR APPROVAL: - road accounts voucher # 7-2007 in the amount of $ 240,406.22 was approved for payment by resolution. -general accounts voucher # 7-2007 in the amount of $ 278,187.36 was approved for payment by resolution.- landfill accounts voucher # 7-2007 in the amount of $ 12,767.22 was approved for payment by resolution. APPLICATIONS: Consent - Village of Burk's Falls S-01/07 - Council had no concerns with this subdivision application. BY-LAWS: - BY-LAW # 27-2007, being a by-law to enter into a lease agreement for Chetwynd Community Centre, was read a third time. - BY-LAW # 30-2007, being a by-law to set and levy the rates of taxation for 2007, was read a first, second, third time. - BY-LAW # 31-2007, being a by-law to specify the recovery of capped taxes for multi-residential/commercial/industrial properties for 2007 was read a first, second, third time. REPORTS: - Steering Committee, June 28th, Jerry reported. - Tri R, July 4th, Pat gave a verbal report. - Building Report - June - Planning Board, July 9th, Bob reported. CORRESPONDENCE: - Ontario Good Roads Association notice regarding OGRA/ROMA Combined Conference Housing. A non-refundable cancellation fee is being implemented at the Fairmont Royal York for conference room reservations beginning for the 2008 conference. - Almaguin Anglers' Association will be holding its 8th Annual Kids' Fishing Derby on Sunday, August 5, 2007 at Doe Lake. - United Counties of Stormont, Dundas and Glengarry request the Province of Ontario be requested to separate the Farmland and Managed Forest component from the Ontario Municipal Partnership Fund; and, establish a separate and distinct Provincial funding program with 100% reimbursement to municipalities of their annual lost property tax revenue on farmland and managed forest properties. A resolution of support was passed. - Municipality of Huron East request for support and to advise the Ministry of the Environment and our local MPP of our concerns with the present process and time delays in obtaining Certificates of Approval and Permits to take Water. A resolution of support was passed. - Letter from Greer Galloway Group to John Gaffney, Rideau Valley Constructors Limited regarding the Ferguson Road Bridge Deficiencies. - Payment Certificate # 5, Rideau Valley Constructors Limited. Not approved, deficiencies not corrected to date. - Muskoka Algonquin Health Care letter informing the township of the approved change of leadership for the Muskoka Algonquin Healthcare Board of Directors as per the Annual General Meeting of the Corporation on June 18, 2007. - News release from the Ministry of Municipal Affairs and housing regarding Ontario Rent Increase Guideline Lowest in History. - The Municipality of McDougall requests the EMS Committee to reconfigure the representation on the committee such that each municipality has one equal vote and that requested information be forwarded to all participating municipalities. A resolution in support of this request was passed. - Enclosed with this letter from Muskoka Algonquin Health Care is a brochure that is being circulated throughout the Burk's Falls and East Parry Sound region to help residents better understand the role of the Urgent Care Clinic within the Burk's Falls and District Health Centre Site. - Media Release from the Office of Anthony Rota, M.P. Nipissing-Timiskaming regarding Bill C-451. The Proposed legislation (Bill C-451) aims to make FedNor a permanent government agency, and would eliminate the riding of Parry Sound - Muskoka from those eligible to receive funding through the agency. - Ontario Good Roads Association has been advised that the Oversight Committee, which oversees federal gas tax reporting requirements, including measurable outcomes, has endorsed the tool developed by OGRA staff to calculate the reduction in greenhouse gases for a variety of road and bridge projects. - AMO member communication. The federal-municipal Oversight Committee has recently approved a number of important matters that relate to the Federal Gas Tax Municipal Funding Agreement requirements of capital investment plan, integrated community sustainability plan and outcome measures. - Ministry of Community Safety and Correctional Services information about some new changes to the Joint Emergency Preparedness Program (JEPP) that will allow communities to submit applications online. The result will be a streamlined and faster application review process. - Ministry of Citizenship and Immigration letter to remind us that nominations for the Ontario Medal for Good Citizenship are now being accepted. The deadline date for submissions is August 17, 2007. - Thank you letters for contributing to the scholarship fund, from both Samantha Swinton, and Justin Weiler on behalf of the Graduating Class of 2007 from Almaguin Highlands Secondary School. - Thank you card from Alan Bottomley, Chair, Near North District School Board, thanking Council for their continuing support in the campaign for a new Almaguin Highlands Secondary School.
