PUBLIC MEETING MINUTES
(Mashinter Application for Rezoning)

January 22, 2008

           The Council of the Corporation of the Township of Armour held a public meeting on Tuesday January 22, 2008 at 7:00 p.m. in the Armour Township Council Chambers to consider a zoning application pertaining to Part of Lots 1 & 2, Concession 8, also known as Part 2 of Registered Plan 42R-16846.

           Those in attendance were Reeve, Bob MacPhail, Councillors, Rod Blakelock, Jerry Brandt, and Marty Corcoran. Councillor Pat Hayes was absent. Also attending was applicant Ken Mashinter and his planner John Gallagher, interested parties Gord Jacques, Paul Schaefer; staff, Bob Miller, Municipal Planning Consultant and Wendy Whitwell, Clerk.

           The purpose of the By-law is to allow the land to be used for commercial purposes but to restrict the uses to those considered appropriate for the area. The by-law will restrict the use of the lands to a specific list of commercial uses including self-storage buildings of not more than one storey in height.

           A written letter of objection received from Gordon W Jacques was read by the clerk.

           A letter submitted by the Ministry of Transportation indicating no objection, subject to the applicant providing the Ministry with information and obtaining required permits from MTO was also read by the clerk.

           The clerk indicated correspondence was received by the applicant’s lawyer, J Chris Ireland with respect to the right of access for the property.

           Gord Jacques spoke opposing the application for the following reasons:

-          his property is across the road (Hwy 520) and is concerned with traffic and safety issues as sight lines are poor in this area

-          municipal owned property adjacent has been available for many years with similar zoning, there appears to be no demand at this time

-          wants to see residential development to increase tax base as the property is well suited for that.

           John Gallagher, planner for the applicant detailed why the applicant wishes to rezone to allow for a number of commercial and institutional uses, the application conforms with the intent of the official plan and zoning by-law of the municipality, pre-consultation was held with the clerk and planner. The applicant wishes to proceed with two self-storage units to start with the possibility of adding three more. The applicant is prepared to apply for a commercial entrance as required by MTO. He understands that a site plan agreement will be required to develop the property.

           Council will consider all comments before making a decision.

           The public meeting to consider the proposed zoning amendment for Part of Lots 1 and 2, Concession 8, also known as Part 2 of Registered Plan 42R-16846 was closed at 7:29 p.m..
