| THE MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES The regular meeting of the Council of the Township of Armour was held on Tuesday, December 11, 2007 at 7:30 p.m. Those in attendance were Reeve, Bob MacPhail; Councillors, Rod Blakelock, Jerry Brandt, Marty Corcoran, Councillor Pat Hayes was absent; guest, Paul Tomlinson; staff, Bill Stewart, Road Supervisor, Bob Miller, Municipal Planning Consultant, Wendy Whitwell, Clerk-Treasurer. CONFIRMATION OF THE MINUTES OF THE PREVIOUS MEETING: The minutes of the closed meeting on November 27, 2007 were approved as circulated. The minutes of the regular meeting on November 27, 2007 were approved as circulated. DECLARATION OF PECUNIARY INTEREST: - None DELEGATIONS: - Bill Stewart, Road Supervisor attended to discuss the following road issues: - letter of complaint regarding road maintenance from L. Maurer, Chetwynd Road. - letter of complaint regarding road maintenance from T. Parry and C. Barlow. - staff report and copy of hours of work regulations effective January 1, 2008. - 1996 Western Star, rear end issues - wheel seal on the loader/backhoe will need to be done by Preston’s - road accounts were reviewed and approved for payment. ACCOUNTS FOR APPROVAL: - road accounts voucher # 12-2007 in the amount of $ 39,571.18 as approved for payment by resolution. - general accounts voucher # 12-2007 in the amount of $ 497,997.12 as approved for payment by resolution. - landfill accounts voucher # 12-2007 in the amount of $ 13,080.95 was approved for payment by resolution. APPLICATIONS: Lottery: Raffle - Magnetawan Ridge Runners application for a draw to be held April 4, 2008 was approved by resolution. - Circulation of a consent # B-039/07 and B-040/07 (Ryerson Township) was reviewed. Council have no concerns with this consent to sever. BY-LAWS: - # 43-2007, being a by-law to prescribe the form, manner and times for the provision of notice was read a second and third time. - # 45-2007, being a by-law to prescribe a tariff of fees for planning matters was read a first, second and third time. - # 46-2007, being a by-law to adopt a policy regarding accountability and transparency policy was read a first, second and third time. - draft by-law to require permits to move vehicles, loads and objects or structures in excess of weight and size and reviewed and council directed the clerk to forward to the municipal solicitor for review. REPORTS: - Economic Development, Rod reported. - Steering Committee - Jerry reported. - Tri R - Bob gave a verbal report. - Burk’s Falls Family Health Team background and status report. - Bob reported on recent meeting regarding the Commercial Drive development. CORRESPONDENCE: - Muskoka Algonquin Health Care invites municipal leaders to attend a meeting being held on December 13th, 2007 to provide input regarding the process to work together in identifying options for the provision of the necessary services. Reeve MacPhail will attend. - AMO Member Communication: Fairness for Military Families Act Passes. - Town of Caledon is looking for support of their resolution requesting the Province of Ontario consider increasing the fees and royalties charged to aggregate operators and use this additional revenue exclusively for providing the MNR with resources to effectively staff an enforcement branch. No support was given. - Township of Elizabethtown-Kitley is requesting support of their resolution to the Ontario Fire Marshal requesting that the Ontario Fire Marshal cover the cost associated with training and workshops should the OFM initiate new fire safety legislation. A resolution of support was passed. - Ontario Medical Association is looking for support of their efforts in calling for a provincial ban on smoking in vehicles where children are present. No resolution was passed, awaiting the Provincial Legislation. - Ministry of Natural Resources information pertaining to Phase 1: Stage Two- Review of the Long-Term Management Direction, French Severn Forest Management Unit Forest Management Plan 2009-2019 Parry Sound District. - The Ministry of Municipal Affairs and Housing is introducing Jim Watson, MPP, newly appointed Minister of Municipal Affairs and Housing. - Municipal Property Assessment Corporation has provided an update on their activities to date for 2007. Of particular note: the new Integrated Property System and increasing the number of properties that are to be inspected in 2007 by approximately 40%, providing information needed to generate more accurate values. - AMO Member Communication: AMO Welcomes renewed Provincial Commitment to put Municipalities on a Firm Financial Footing. - Correspondence from the Village of Burk’s Falls regarding Tri Council proposed meeting dates of April 21, 2008 and October 20, 2008. The Clerk will circulate to Burk’s Falls and Ryerson. UNFINISHED BUSINESS: - Blue Sky Net has provided a draft version of a Memorandum of Understanding that describes roles and responsibilities of the project and a governance structure for review. The clerk will research further and bring back to the next meeting. - Armour Township, Simplified Risk Assessment updated by the Fire Prevention Officer was approved by resolution. - Resolution from the Village of Burk’s Falls - Ferguson Road water issues. No support of resolution was given. Armour prefers to resolve the issues with all property owners and is committed to a maximum of $20,000.00 to resolve the outstanding water issues for the Ferguson Rd - west side of Hwy 11. NEW BUSINESS: - Staff Report regarding uncollectible taxes to be written-off, approved by resolution. - MNR/Municipal Forest Fire Management Agreement Renewal - The clerk was directed to send agreement to the Fire Board for comment. - List of correspondence received - not on agenda. Carried - Moved by Jerry Brandt, Seconded by Rod Blakelock, Whereas the South East Parry Sound District Steering Committee is desirous or working together for mutual benefit, and to address issues collectively rather than separately; and Whereas the Family Health Team proposal to be located in the Village of Burk’s Falls will benefit and provide medical and health services for all surrounding municipalities; Therefore be it resolved that the Council of the Township of Armour agrees in principle to support the Family Health Team Proposal; and Further be it resolved that the Township of Armour is willing to consider a financial contribution once the final criteria has been established. And that the Municipalities involved in the Family Health Team be: Municipality of Magnetawan Township of Ryerson Township of Armour Township of Strong Township of Joly Town of Kearney Township of Machar Village of South River Township of McMurrich-Monteith Village of Sundridge Township of Perry Village of Burk’s Falls.
