THE MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES December 9, 2003
The inaugural meeting of the Council of the Township of Armour was held on Tuesday, December 9, 2003 at 7:00 p.m. Those in attendance were Reeve Richard Thomas; Councillors Rod Blakelock, Jerry Brandt, Marty Corcoran, and Bob MacPhail. Also attending were Rev. Graham MacDonald, Astrid Taim from the Almaguin News, Bruce Hickey from the Hunstville Forrester, guests Jenny Thomas, Margaret Ann MacPhail, Barb Marlow, Tom Roduck, Gertrud Liehr, Roberta Haviland, John Nickle, Phyllis Leggett, Ed Robinson, Karen Kowalchuk, Joy Murphy, Richard Holloway, John and Sandra Reece, Glyn Beddows, Gail and Harvey Mulligan and Roy McMurren, and staff Laura Rowley, Clerk Treasurer and Wendy Whitwell Acting Clerk Treasurer and Les Phinney, CRS-I. The meeting was called to order at 7:00 p.m and the Clerk, Laura Rowley administered the Declaration of Elected Office to all members of Council. Rev. Graham MacDonald congratulated Council on their election to office, gave guidance to Council by reading from the scriptures and led in a prayer of invocation. Rev. MacDonald wished Council every success in their deliberations during the next three years. Reeve Thomas welcomed everyone and expressed his pleasure with such a large group attending the inaugural meeting. He congratulated the representatives of the community whom were present for the success of the peaceful revolution. Richard has spoken with many people in the community both during the campaign and since, seeking comments on the mandate of this Council. The theme repeated many, many times was the need to make peace. Reeve Thomas is looking forward to working with the members of Council and the community to make this happen. The inaugural portion of the meeting concluded, photographs were taken, and refreshments served. Laura Rowley, Clerk Treasurer Included in the agenda package was a report prepared by Laura regarding the 2003 Vote by Mail. Laura recapped the key items included in this report and the elections expense report. Councillor MacPhail discussed some suggestions he has to help cut costs and provide ratepayers with an option of traditional or mail in vote. Richard thanked Laura for her excellent job in running the election. Laura then asked Richard to read a letter which was a letter of resignation from the position of Clerk Treasurer. Laura has been with the municipality for twenty-five years and Reeve Thomas commented that she certainly will be missed. Laura's resignation was accepted with regret, by resolution. Tom Roduck/Barb Marlow, DSSAB Council reviewed correspondence from the DSSAB dated October 7th and December 1, 2003. Barb Marlow asked that if Council was prepared to appoint Tom and herself to the DSSAB board, they do so with separate resolutions pending the outcome of her December 16, 2003 judicial recount. No resolution was passed. This item was tabled for the next meeting. Marie Stitt, Katrine Community Centre Club Marie was unable to attend. Les Phinney, CRS-I Les attended to discuss the following road issues: - road accounts voucher # 12-2003. This was approved for payment - hydro brushing crews have not returned to chip brush. Les will look into - tree down at Berriedale Community Centre to remove - Western Star truck is repaired and back in service Les answered questions regarding the age and status of our roads equipment. BUSINESS ARISING FROM THE PREVIOUS MEETING:
Council discussed options the municipality has and what must be done to comply with the Safe Drinking Water Act. Richard, Bob and Wendy will meet with the consultant to discuss the reports and options.
