THE MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES April 10, 2003 A special meeting of the Council of the Township of Armour was held on Thursday, April 10, 2003 at 7:30 p.m. Those in attendance were Reeve Frank Gill, Councillors Joanne Cripps , Gary McFarlane, Marty Corcoran and Rod Blakelock; delegates, Randy Cox & Brent Cavanagh, New Hope Fellowship; guests, Phyllis Leggett & Ed Robinson; staff, Laura Rowley, Clerk-Treasurer. This special meeting was called to complete the business of the regular meeting on April 8, 2003. The meeting was called to order at 7:30 p.m. DELEGATIONS:
CORRESPONDENCE: - Township of Smith-Ennismore-Lakefield, requesting support of a resolution to request the Ministry of Environment to clarify the meaning of a "reasonably prudent person" with respect to duties under the Safe Drinking Water Act and the Sustainable Water and Sewage System Act. A resolution of support was passed. - Municipality of Brockton, requesting support of a resolution with regard to Intensive Livestock Operations in the Province. A resolution of support was passed. - City of Woodstock, requesting support of a resolution to request that the Province of Ontario immediately review it's capping program with an aim to eliminate it completely. A resolution of support was passed. - City of Brampton, requesting support of a resolution with regard to the control of the Emerald Ash Borer. A resolution of support was passed. - Town of Lasalle, requesting support of a resolution with regard to the control of the Emerald Ash Borer. A resolution of support was passed. - Haldimand County, requesting support of a resolution with regard to the proposed five year phase-out of land application of untreated septage and requesting consultation with MOE, AMO & ROMA. A resolution of support was passed. - Sandra Pupatello, MPP, Windsor West, Deputy Leader and Health Critic, Ontario Liberal Party, requesting support in her request to the Provincial Government to properly protect Ontario from the West Nile Virus. A resolution of support was passed. - Armour, Ryerson & Burk's Falls Agricultural Society, requesting a donation for the 2003 annual fair. A resolution was passed authorizing a donation. - Almaguin Highlands Secondary School, requesting a donation to the 2003 Graduation Awards. A resolution was passed authorizing a donation. - Village of Burk's Falls, requesting donation for the Canada Day fireworks display. A resolution was passed authorizing a donation. - FONOM, information on the 2003 Annual Conference to be held in Bonfield, May 7th to 9th. No one will be attending. - AMO, information on the 2003 Annual Conference to be held in Toronto, August 18th to 20th. A resolution was passed to register Frank Gill. UNFINISHED BUSINESS:

RESOLUTIONS: - Moved by Rod Blakelock, Seconded by Joanne Cripps, That leave be given to introduce a bill # 16-2003, being a by-law to enter into site plan agreement with the New Hope Fellowship. (Carried) - Moved by Rod Blakelock, Seconded by Gary McFarlane, That the Council of the Township of Armour hereby authorize the registration of Frank Gill to attend the AMO Conference to be held in Toronto, August 18th to 20th. (Carried) - Moved by Gary McFarlane, Seconded by Joanne Cripps, THAT WHEREAS the Almaguin Highlands Detachment of the Ontario Provincial Police based in the Township of Armour have applied to Regional Headquarters for consideration of a facility improvement to enlarge the existing detachment facility; AND WHEREAS the proposal submitted adheres to the Provincial standards as well as the Accommodation Guidelines set forth by the Ontario Provincial Police; AND WHEREAS the Almaguin Highlands Detachment have served the South East Parry Sound District in an efficient, effective and timely manner from this location; AND WHEREAS the location in the Township of Armour provides fast and direct access to the Highway 11 corridor and to Highways 518 East; 518 West; 520 West and 124 West; NOW THEREFORE the Council of the Township of Armour hereby support the application to Regional Headquarters for the proposed enlargement of the existing detachment facility in the Township of Armour; AND FURTHER that this resolution by circulated to the municipalities in the detachment area and to the Parry Sound Municipal Association for support.
