| THE MUNICIPAL CORPORATION OF THE TOWNSHIP OF ARMOUR MINUTES April 25, 2006 The regular meeting of the Council of the Township of Armour was held on Tuesday, April 25, 2006 at 7:00 p.m. Those in attendance were Reeve Marty Corcoran; Councillors, Rod Blakelock, Jerry Brandt, Richard Holloway and Bob MacPhail; delegates; Linda Maurer, Burk's Falls & District Historical Society; guests; Virginia Warren; staff, Glenn Middlebrook, Road Supervisor and Leanne Crozier, Deputy Clerk-Treasurer. A motion to move into closed session was passed at 7:04 p.m. and a motion to move out of closed session was passed at 7:25 p.m.. Council waited until 7:30 p.m. before proceeding with the remainder of the agenda. CONFIRMATION OF THE MINUTES OF THE PREVIOUS MEETING: The minutes of the regular meeting on April 11, 2006 were approved as circulated. DECLARATION OF PECUNIARY INTEREST: None DELEGATIONS: - Linda Maurer, Burk's Falls & District Historical Society attended to request a donation to offset the cost of summer students. This year the federal funding was missed due to no announcement of the program and the deadline was March 31st. As a result, the cost of the summer students will be more than in the past. The museum is continuing to grow in exhibits as well as numbers of visitors year after year with 543 people visiting in 2005. Linda also suggested that the museum and property make a great location for seasonal events with the old swing bridge being used as a stage. Council passed a resolution to donate $ 500.00. Linda was thanked for attending. BUSINESS ARISING FROM A PREVIOUS MEETING: - A resolution regarding the use of Glenn's personal vehicle for Road Supervisor duties was passed as authorized at the March 28th meeting of council. APPLICATIONS:
- Magnetawan Ridge Runners Snowmobile Club, council reviewed an application and approved a licence for a raffle by resolution. - Burk's Falls and District Food Bank, council reviewed an application and approved a licence to conduct a raffle by resolution. CONSENTS - Harmer # B-010/06, council reviewed the following - application - comments from E. J. Williams Surveying Limited - comments from Tunnock Consulting Ltd A resolution was passed supporting the application, with conditions. - Rand & Warren # B-011/06, council reviewed the following - application - comments from Tunnock Consulting Ltd A resolution was passed supporting the application, with conditions. BY-LAWS: - # 13-2006, respecting remuneration and expenses for members of council & local boards, officers and employees was rescinded by resolution # 10. - # 15-2006, being a by-law respecting remuneration and expenses for members of council & local boards, officers and employees, including Schedule A, as amended and dated April 11, 2006 was read a first, second and third time. - # 16-2006, being a by-law to confirm the proceedings of Council at its meetings was read a first, second and third time. REPORTS: - Arena, April 19th, Richard attended and reported on behalf of Jerry - Library, April 19th, Rod reported - Fire Board, April 20th, Rod reported on meeting attended by himself and Reeve Corcoran - Economic Development, Bob reported CORRESPONDENCE: - Report submitted by Katrine Community Centre Club on upcoming events and request for Council to accept and approve same. A resolution acknowledging these events was passed. - Township of King, request for support of a resolution regarding Canada Post and rural mail boxes. A resolution of support was passed. - Minister Responsible for Seniors, letter requesting June be designated at Seniors Month. A resolution declaring June to be Seniors Month was passed. - Municipality of Powassan, request for support of a resolution to petition the provincial government to provide adequate annual increases to the level of care per diem to the long term care home in order that the homes can meet the annual inflationary cost increases and the requirements under the Ministry standards. A resolution of support was passed. - Township of South Algonquin, request for support of a resolution regarding the request for changes to the current value assessment system. A resolution of support was passed. - Village of Burk's Falls, request for donation for the annual fireworks display on July 1st, 2006. A resolution authorizing a donation was passed. - Burk's Falls and District Food Bank, invitation to attend "Spring Adventures" at the Katrine Community Centre to be held on Saturday, May 13th, 2006. UNFINISHED BUSINESS: - Greer Galloway Group - Report on Ferguson Road Bridge - Report on Pevensey Road Bridge - Staff Report These items were reviewed and will be discussed with Bob Galloway when he attends the next meeting. - MPAC, report from the Chair of MPAC on the changes being planned as part of a response to the Report from the Ombudsman of Ontario. NEW BUSINESS: - Ministry of Natural Resources, notice that effective April 2, 2006, MNR will begin transfer of walk-in counter business to the province's 63 Service Ontario/Government Information Centres. -List of correspondence received, not on the agenda.RESOLUTIONS: - Moved by Richard Holloway, seconded by Bob MacPhail, That the Council of the Township of Armour hereby move into closed session at 7:04 p.m. in order to discuss matters pursuant to Section 239 (b) of the Municipal Act. Carried - Moved by Richard Holloway, seconded by Rod Blakelock, That the Council of the Township of Armour hereby approve consent application # B-010/06, Harmer, Lot 31, Concession 14, with the following conditions: - that no development occur within 30 m (100 ft) of the highwater mark of the identified coldwater stream and no closer than 15 m or 25 from the centreline of the travelled road, whichever is greater. Carried - that any portion of the travelled road (Pevensey Road) which deviates southerly onto the subject property from the road allowance be surveyed 33' from centre and deeded to the Township. - 5% cash in lieu of parkland is paid to the municipality as per by-law # 14-2002. Carried - Moved by Jerry Brandt, seconded by Rod Blakelock, Whereas Senior's Month is an annual nation-wide celebration; Whereas seniors have contributed and continue to contribute immensely to the life and vibrancy of this community; Whereas seniors continue to serve as leaders, mentors, volunteers and important and active members of this community; Whereas their contributions past and present warrant appreciation and recognition and their stories deserve to be told; Whereas the health and well-being of seniors is in the interest of all and further adds to the health and well-being of the community; Whereas the knowledge and experience seniors pass on to us continues to benefit all; I, Reeve Corcoran, do hereby proclaim June 1st - 30th, 2006 as Senior's Month in the Township of Armour and encourage all citizens to recognize and celebrate the accomplishments of our seniors.
